King Yeongjo’s writing "Sincerity of the courtiers enabled the completion of dredging construction. I have heard from the Emperor Gwangmu that if there’s a will, it will be achieved at last." This is a poem published in the book "Juncheon Gyecheop", which is a book made by King Yeongjo to commemorate the construction that dredged the floor of Cheonggyecheon Stream in 1760. King Yeongjo is being delighted with the successful completion of the great history, mentioning Emperor Gwangmu, who revived the Han Dynasty that was destroyed. In the 17th century, the waterway of Cheonggyecheon Stream was blocked due to the soil that piled up for many years, and the stream flooded whenever it rained, damaging the castle town. At the period of King Yeongjo, this problem grew so big that the situation became unable to neglect. After a long consideration, King Yeongjo decided the dredging construction to dredge the soil at the bottom of the stream. This was a massive construction that took 57 days and mobilized over 200,000 men. When the construction was over, the king was so delighted that he threw several feasts. In this poem, he expressed his joy toward dredging construction that was completed during his reign. In 1773, King Yeongjo took the eldest son of the Crown Prince(King Jeongjo) to Gwangtonggyo Bridge and composed another poem, praising the courtiers who were in charge of the construction, and commanded them to write a poem in response. Chae Jae-gong’s Juncheonga Juncheonga is published in Chae Jae-gong’s collection of literary works, ‘Beonamjip’. King Yeongjo told the eldest son of Crown Prince, who later becomes King Jeongjo, that “Chae Jae-gong truly is my selfless liege man and your faithful subject.” Chae Jae-gong becomes the prime minister of Joseon during the reign of King Jeongjo. Chae Jae-gong’s Juncheonga elaborates on Joseon’s establishment founded on Hanyang, King Taejong’s Gaecheon Stream construction, and flood damage from Gaecheon Stream which had not been dredged for 350 years. It also praises King Yeongjo’s flood control project.
